Decodo, formerly Smartproxy, publishes residential prices a normal team can buy without a sales call. Pay as you go is $4 per GB plus VAT. The smallest monthly plan is $11.25 for 3 GB, which is $3.75 per GB. That entry is why it sits first.

Who this provider is for
I open Decodo when a team needs residential this week and must be able to stop. The $4 pay-as-you-go rate is not the cheapest cell in the catalog. DataImpulse prints $1. The difference is the door: a readable plan, city and ASN targeting on the public page, and a subscription that starts at three gigabytes instead of a $499 commit. I do not treat their 115 million IP claim as a measurement.
Open it if Developers and small teams buying residential by the gigabyte, who want country or city targeting and a bill they can read before KYC theatre.
Skip it if You already know you need a contracted enterprise pool and a named SLA. Or you are optimizing a single dollar and have tested a cheaper meter on your own URLs.

Why first is not cheapest
The catalog’s lowest residential cell is not Decodo. Putting the cheapest number first would make this a sort, not a review. Decodo is first because the plan is legible: a pay-as-you-go rate, a 3 GB subscription, and targeting that is not hidden behind ‘contact sales’.
If your test on a $1 meter already returns the pages, stay there. This rank is the default for someone who has not tested. Your test outranks it.
