Locale is a targeting flag
amazon.com and amazon.co.uk are different catalogs. Country targeting on rotating residential is how you request the public page for a market you are allowed to measure. It is not a way to check out as someone else.
If a datacenter IP already returns the public listing, use it. If it does not, residential is the next meter. DataImpulse’s $1/GB cell is the cheapest sticker in this sample. It is labeled, not crowned. Decodo is the door a normal team can start and leave.
What we will not score

US, UK, India, and Europe if those are the storefronts you actually measure. A location page is targeting, not a cheaper SKU.
