Rotating residential proxies and static residential proxies show up as if they were two prices for one product. They are not. Rotating changes the exit and bills bandwidth. Static residential, on this site, means an ISP address you keep, billed per IP per month. Sticky sits in the middle as a timer, not as a third invoice.
Rotating
Each request can leave from a different household IP the vendor claims. You pay per GB. Decodo publishes $4 plus VAT on pay as you go. The entry subscription is $3.75 at 3 GB. DataImpulse publishes $1 plus VAT. Use this when you need many exits and the target rejects hosting networks, on pages you are allowed to fetch.
Sticky
Sticky keeps that exit for a timer, often a few minutes, sometimes longer if the vendor says so. A checkout, a form, or a short flow can finish on one address. The bill is still gigabytes. A 30-minute sticky session is not a static IP, and it will not be the same address tomorrow.
Static residential
Static residential is the ISP row. The address is the product. Webshare’s shared ISP entry is $0.30 per IP, $6 for 20 proxies and 250 GB. Proxy-Seller’s dedicated ISP is cited from about $3 per IP, and the country moves it. Do not subtract $0.30 from $4 and call ISP a cheaper residential gigabyte. The units are different. A transfer cap on an ISP plan is a cap, not a per-GB rate.
